Visual Communications course, also known as the Flashing Lights or Visual Morse Code provides training and assessment for licensed deck officers required to demonstrate competence of ability to transmit and receive information by visual signaling (Flashing Light) via Morse Code in accordance with 46 CFR subpart B, part 10 and Table A-II/1 of the STCW Code.
This course is required for all candidates who are seeking to acquire their original Officer in Charge of a Navigation Watch Certificate of Competence either a raise in grade from Able Bodied Seaman or Able Seafarer-Deck or through an approved program such as Northeast Maritime Institute’s – College of Maritime Science Third Mate Option or through a Federal or State Maritime Academy.

- The International Code of Signals (PUB 102)
- How to Flash a signal light to transmit visual Morse code
- How to decode Morse code signals
Duration
This online course is based on an 8 hour in-person course.

Approvals
USCG
Any applicant who has successfully completed your Visual Communications (Flashing Light) (On-Line) (NOREMI-728) course will satisfy:
- The Visual Signaling training requirements of 46 CFR 11.309(a)(4)(vi) and 11.319(a)(4)(vi) for STCW endorsement as Officer in Charge of a Navigational Watch (OICNW) (Operational Level); AND
- The Visual Signaling standards of competence required by 46 CFR 11.309(a)(3) and 11.319(a)(3); STCW Code Section A-II/1 and Table A-II/1, as amended 2010, meeting the National Assessment Guidelines from NVICs 12-14(Ch-7) and 02-18(Ch-5) Tasks 8.1 and 8.2.
Applicants who have successfully completed your course need not present completed Task Control Sheets for these assessments in application for STCW certification.

Written Examination
The written exam can be taken online using HALO° Exams. You will receive 3 attempts for your exam. If you fail all 3 attempts, you must pay a retake fee of $25.00.
